Inner, there's almost no functional difference between an Idle who was always Cabal and an Idle who was recruited. The Town knows that recruitment is a possibility. They know that they must be sure there are no Cabal before they eliminate the last Wolves and Undead, if there's fewer than two Witches remaining. No, it's not easy, but this game is balanced to give any faction only a 1 in 4 chance of victory.

It's going to be sad if Town loses because one player forgot to vote.

That is what I'm leaning towards. Town can guarantee their win by following the obvious steps. I could give them the chance to play stupid, but I think the players who are active know what to do. And with interest waning, I'd rather not let the game devolve to a contest of staving off boredom.
